Influenza Pandemic Preparedness State Plans

   
CSTE and CDC have had a fruitful relationship around pandemic influenza planning.  Since 1994, CSTE has provided a forum for the development and review of statewide pandemic influenza plans. The effort began with a steering committee made up of federal and state partners who wrote guidelines for states to follow when writing plans.   The guidelines were piloted in a handful of states (NY, CT, MO, and NJ), revised, and offered to states as a tool to guide planning efforts.  At the same time, CSTE released a competitive RFP to solicit applications from states to begin the planning process by convening stakeholder meetings, provide copies of the plans to involve individuals, and to network with other first responders to plan for the emergency.  Four states (CA, SC, MN, and MD) were awarded funds in 1999.  In 2000, five states (FL, IN, NH, NJ, and MA) completed successfully for funding from CSTE.  CSTE and CDC have found value in this joint process of providing aid to states in their planning efforts.
