Cannabis Subcommittee

The CSTE Cannabis Subcommittee, formerly known as the Marijuana Subcommittee, was established in 2015 in response to the increasing number of states legalizing or decriminalizing recreational use of cannabis products. The Subcommittee aims to coordinate a national strategy to systematically monitor, characterize, and mitigate the public health impacts of cannabis use. The subcommittee provides a forum for state public health and partners to share knowledge and resources that will facilitate improved communication, collaboration, standardization of surveillance methodologies, and development of evidence-based, population level intervention strategies. The subcommittee meets via conference calls on the last Thursday of every other month. The subcommittee is currently developing standardized public health data collection tools for cannabis use. These tools will enable states to compare data before and after cannabis legalization, among different demographic groups, and examine other public health concerns that may arise from legalization. These tools will also allow states to create or enhance public health cannabis surveillance systems.

Washington State

  • Washington State Institute of Public Policy Reports -This independent agency reports to the state legislature and is mandated by the legalization voter initiative to conduct a series of benefit-cost reports. Available reports include an initial evaluation plan and early data summary from September 2015, and a second report from September 2017 (search for term “cannabis” or “marijuana”).
  • Office of Financial Management -This agency reports to the Governor’s office and has completed four comprehensive reports from 2015-2019.

Applied Cannabis Surveillance

In 2016, CSTE passed a position statement titled “Recommendations for strengthening surveillance and research of marijuana and health outcomes in the United States,” which addresses public health issues that states with legalized recreational or medical marijuana face. In 2018, CSTE released the results of the 2018 Cannabis Surveillance Environmental Scan, a compilation of advice from the first 8 states to legalize about how to plan for surveillance.
