The Surveillance Policy Subcommittee (SPS) meets monthly and offers a forum to support CSTE members in their efforts regarding policies supporting data protection and release. The SPS convenes peers from state, tribal, local, and territorial (STLT) public health agencies to discuss policies, rules, and regulations affecting public health surveillance, such as changes to federal or state policy, law, and regulations, sharing of data with the public and with federal partners (e.g., CDC data use agreement, Statistical Policy Directive No. 15), re-release of state provided data from CDC, and CSTE position statements. Recent discussion topics include:

  • Data release and re-release
  • Data access and sharing
  • Data privacy
  • Data governance
  • AI governance
  • Interjurisdictional data exchange (policies, governance)
  • CMS Promoting Interoperability proposed and final rules
  • HHS reporting regulations

The Surveillance Policy Subcommittee is supported by the Data Release, Presentation, Access, Suppression, and Sharing (DRPASS) Workgroup, the Data Governance Workgroup, and the Generating Legal Agreements for Data Sharing (GLADS) Workgroups.
