Steering Committee

Our Work

CSTE’s Health Security, Policy, and Law (HSPL) Steering Committee supports public health emergency preparedness, response, and recovery through data, collaboration, policy development and identifying pathways to address legal barriers that impact health security. Our mission is to enhance public health practice for state, local, tribal, and territorial health departments by sharing best practices, fostering partnerships, and offering training and policy guidance. 


This Steering Committee facilitates collaboration among CSTE members and partner organizations to develop and disseminate products that strengthen and guide public health practices. The Steering Committee hosts three subcommittees: Disaster Epidemiology, Public Health Law, and Public Health Preparedness and Response. The Steering Committee advocates for crosscutting approaches to systemic readiness that safeguard communities and promote health resilience and recovery. 


Health Security, Policy, and Law Steering Committee members collaborate with CDC, APHL, ASTHO, BCHC, NACCHO, NASEM, and other key partners. Committee members develop position statements, inform and enhance data collection and dissemination tools, such as rapid needs assessments, and identify and share best and promising practices to collaborate across disciplines.
