Sub-County Assessment of Life Expectancy (SCALE) Project

In 2014, the Centers for Disease Control and Prevention (CDC) and the Council of State and Territorial Epidemiologists (CSTE) convened a workgroup for a multi-year effort to facilitate the development and adoption of small area life expectancy (LE) methods. The Sub-County Assessment of Life Expectancy (SCALE) Project was initiated in September 2014 with representatives from six state (Florida, Massachusetts, Maine, New York, Washington, and Wisconsin) and two local (Los Angeles County and Public Health, Seattle & King County) health departments to engage in the first of the multi-phase effort to identify, test, refine, and disseminate standardized methodologies for calculating estimates of LE at a sub-county level. The first phase of this project resulted in a stakeholder-driven, easy to use guide for calculating life expectancy estimates at the sub-county level (see below for the Guide for Sub-County Assessment of Life Expectancy).

Following the completion of the first version of the Guide, the workgroup recruited 20 additional state and local health departments to pilot test the Guide and provide feedback (Phase II of the project). As Phase II of the project came to a close, the workgroup updated the Guide based on pilot findings and began discussing best practices for visualization and messaging of the life expectancy estimates.

In 2018, the Guide was updated once more based on state and local feedback.

In December 2018, CSTE sunset the SCALE Project. However, there is still active work being done related to assessing life expectancy at the sub-county level. For those interested in learning more, please contact Alesha Thompson.
