About the Award

The Hillary B. Foulkes Memorial Award honors the legacy of Hillary Foulkes, a Class V Applied Epidemiology fellow at the Texas Department of State Health Services, who passed away unexpectedly just six months into her fellowship.

This award recognizes a graduating fellow who reflects Hillary's excellence, passion for public health, outstanding teamwork, motivation, and interpersonal strength. Through this recognition, CSTE encourages fellows to strive for the same impactful and collaborative approach Hillary embodied.

Mentors of graduating fellows are invited to submit a one-page letter describing how their fellow demonstrates excellence in work quality, motivation to impact public health, interpersonal skills, and collaboration.

🔍 Review Process

A review committee composed of past award recipients and former fellows evaluates nominations using a scoring rubric aligned with the award’s core values.
